Except... If high-bidder passes on the lowered reserve, the bidding possibly has been "jumped" to the level of the restart amount without a sincere bid to justify it.  So further bidding essentially could be against a seller-set reserve and not actual competitive biding.

Makes me wonder if some "listers" place an unrealistically high reserve with the intent of dropping it when bidding seems maximized?
